The Russian Foreign Ministry reports that the meeting participants agreed that the situation in Afghanistan had greatly changed for the past year. First of all, the international terrorism infrastructure has been eliminated, and the state no more poses a threat to its neighbors' and the international community's security. At the same time, the summit participants stated that some of Taliban and Al-Qaeda detachments remain in the country, and they are trying to start their activities anew; so in this connection it was decided at the meeting to take measures to consolidate security in Afghanistan.
The meeting participants also stressed the importance of the international community fulfilling the commitments it had taken early in 2002 at the Tokyo conference, when $ 4 billion aid was promised to Afghanistan. According to the Russian foreign policy department, as of today, only 10% of the sum reached its recipient.
