Several documents are to be signed in the framework of Portuguese President Jorge Sampaio's visit to Russia on October 25-29. The Portuguese Embassy in Moscow told RIA Novosti Friday that these documents included a consular convention, a protocol of mutual understanding of the two countries' foreign ministries, a protocol of handing over to the Russian side of the Russian diplomatic archives of the 19th and early 20th centuries kept in Portugal until now. Jorge Sampaio is to meet Russian President Vladimir Putin, Prime Minister Mikhail Kasyanov, State Duma /lower parliamentary house/ Speaker Gennady Seleznev and to discuss with them the current international situation, Russia's relations with the European Union and the Organization of Security and Cooperation in Europe taking into account Portugal's chairmanship in this organization in 2002 and issues of bilateral relations.
The Americans came to realise that they would have to either leave the region or weaken their presence there. It is Russia that is filling the vacuum now
