The State Duma has passed with 367 votes on the first reading a bill introducing certain amendments to Russia's legislative acts on wider anti-terrorism efforts. The author of this legislative initiative, Alexander Gurov, chairman of the Duma security committee, reported that there is a suggestion to supplement the Criminal Code with an article establishing responsibility for setting up criminal organizations of the terrorist bent and their financing as well as recruitment, arming and training of persons for perpetrating acts of terrorism. The passing of this law is a timely measure expanding facilities for combating terrorism, according to Gurov.
