Upon the end of the State Council's session, Russian president Vladimir Putin gave some instructions to the government. The first task was to draft and submit to the State Duma proposals specifying the criteria of referring enterprises to the category of small business. The second instruction was to streamline tax legislation with a view to introducing a simpler system of small business taxation and the system of taxation of certain operations. The third task was to come up with proposals on simplifying accountability as far as the single social tax goes. And the fourth target the president set was to consider the possibility of legally regulating the maximum level of small business's tax burden.
