During his two-day stay in Spain, Fox was to meet with Zapatero and King Juan Carlos and receive an award from Spain's northern Cantabria region, long a source of emigres bound for Mexico.
The meeting was to bring together academic and government experts from Spain, Portugal and Latin American and Caribbean countries to discuss new ways to deal with immigration, according to the AP.
Zapatero spoke of how Spain had evolved from being a country that sent emigrants to Latin America last century to being one that takes people in.
The conference is expected to discuss such issues as human and legal rights for migrants and remittances with the aim of drawing up proposals to be presented at the next Iberoamerican summit in Uruguay in November.
