A constitutional act on the Russia-Belarus Union will be prepared by November 5, Boris Pastukhov told journalists. He is the chairman of the State Duma (the lower chamber of Russian parliament) committee for affairs of the Commonwealth of Independent States and contacts with compatriots. Before mid-November the draft will be circulated among the supreme bodies of the Union and, according to Pastukhov, will "get approval from the Union parliament". The constitutional act is to give shape to the state system of the Union and its legal foundations, said Boris Pastukhov.
