Chairman of the Organisation for Security and Cooperation in Europe, Romanian Foreign Minister Mircea Geoana has welcomed Yugoslavian President Vojislav Kostunica, the Yugoslavian government and Serbia's appeal to Kosovo Serbs to participate in the November 17th territorial election. This statement was made in Bucharest and released by the Vienna-based OSCE secretariat on Wednesday evening. According to Geoana, the OSCE-sponsored election in Kosovo is an extremely important event for this Yugoslavian territory, which is meant to help create a multinational society and provincial self-governing bodies in accordance with Resolution No. 1244 of the United Nations Security Council. "It was very wise of Belgrade authorities to decide on holding a territorial election," said Geoana. "As the Chairman of the OSCE, I cordially welcome this decision and hope it will meet with a similar reaction worldwide." He also remarked that the UN, the OSCE mission to Kosovo and KFOR, all of which are actively cooperating with Yugoslavian authorities in Kosovo, did everything possible to have Serbs participating in the upcoming territorial election.
