President of the Islamic State of Afghanistan Burhanuddin Rabbani considers it possible to solve the problem of foreign mercenaries with the help of the UNO. Speaking at a Tuesday press conference in Dubai /UAE/, Rabbani declared that not all foreign mercenaries who had fought on the Taliban side had committed crimes as well as not all of them had been members of the Osama bin Laden-led al Qaeda organisation. Rabbani said many foreigners who had been misled could not return home, and asked UN Secretary General Kofi Annan to help solve their problem. The Afghan President said a special camp was likely to be set up for them. Commenting on prospects for inter-Afghan negotiations in Bonn, Rabbani said the future of Afghanistan should be decided on its territory "by leaders and high-ranking executives" and not by representatives of various forces with limited powers. The president stressed that the Afghans would never consent to "an imported leadership."
