Moscow gives a positive appraisal to the declaration of Ibero-American states devoted to the struggle against terrorism. According to the Russian Foreign Ministry, the declaration focuses on the refusal to indulge terrorists in any way. The heads of Ibero-American states - Spain, Portugal, Brazil, and Spanish-speaking Latin American countries - spoke their minds against granting asylum to persons involved in terrorist acts, saying that they must be extradited and tried according to national legislations and international agreements in compliance with the UN Security Council and General Assembly resolutions. According to the Russian Foreign Ministry, this stance of Ibero-American states confirms their pledge to join the existing international anti-terrorist agreements and promote increasing the UN role in this field. The Russian Foreign Ministry said this position "coincided with Russian approaches to forming a global anti-terror system worded in President Putin's message to the participants in the summit". The Foreign Ministry officials said Moscow was ready to maintain coherent and constructive dialogue with Ibero-American states in the framework of the UN and such regional forums as CICTE (The Inter-American Committee Against Terrorism) and the Rio Group. The Russian Foreign Ministry stressed that Moscow perceived the results of the Ibero-American summit as "another testimony to the fact that the forum has become an efficient mechanism of consultations for social and economic cooperation".
