Colonel Yuri Budanov, charged with murdering a Chechen girl, Elza Kungayeva, is not subject to an amnesty following the adoption of a new constitution for Chechnya, said Pavel Krasheninnikov, chairman of the parliamentary committee on legislation.
"His case is now in a court, and the man is indicted under the article on manslaughter, and naturally he will not be covered /by the amnesty/," said the deputy of the State Duma (lower house of Russian parliament).
