Alexander Gorobets: Electronic government of Ukraine to be created

A governmental Internet-portal will appear in Ukraine in the second half of 2002. The portal will join new and already existing governmental services on the Internet. It was reported by Director of the department for information technologies and computer networks in Ukraine’s State Communications committee Viktor Lisitsky at a round-table discussion with representatives of Intel corporation.

Head of the department for management of information resources development in Ukraine’s Cabinet of Ministers Viktor Bondar told about details of the project. The project will start with launching of a pilot “electronic purchase” module, that is to cover all levels of state purchases in the future, including national and regional ones.

It was mentioned, measures for development of electronic legislation had already been taken. For example, the following documents have been submitted for consideration of the Cabinet: “On creation of an electronic information system “Ukrainian electronic government” and “On publication of information about activity of Ukrainian authorities” (the regulation provides for placement of information about activity of Ukraine’s authorities by the end of 2002).

Viktor Bondar also said that a coordinating council would be created for realization of the project “Ukraine – development on the Internet”. Ukraine’s law “On electronic digital signature” has caused much dispute. Several consultations are to be held, and the law’s final version is to be submitted to the Supreme Rada for an approval in the first quarter of 2002.

General Manager for Intel business in EMEA region (Europe, Middle East and Africa) Stacy Jared Smith promised support to Ukraine’s electronic development . In his opinion, for creation of an electronic government, Ukraine is to provide a larger access of the population to new information technologies, reduce prices for Internet traffic, organize training in new technologies, etc. Special attention is also to be paid to development of legislation to inform the electronic community of the rights and duties.
