The governor of the Kemerovo region (coal region in the south of Siberia), Aman Tuleyev, speaks against moratorium on death penalty in Russia. "Russia is not ready to impose a moratorium on death penalty," Tuleyev told reporters. According to him, with the criminal rate we are having today, serial killers, terrorists and drug dealers must know they will not die their natural death. At the same time, he thinks, it would be reasonable to reduce the number of criminal articles that envisage capital punishment. Aman Tuleyev thinks it right to set up regional pardoning commissions. According to him, the decision to pardon a criminal must be taken where the sentence was passed.
