Trade and Industry Chamber together with the Federal Service on the Defense Order signed the agreement providing for joint distribution of the state defense order. Eugeny Primakov and Sergey Maev, the heads of the two organizations respectively, are sure that this measure will help to raise the efficiency of the defense order. Eugeny Primakov emphasized that the Defense Order Service has become the first institutions which arranged a comprehensive system of quality control. Earlier the controlling structures refused from up to 60% of the products intended for the delivery to the Armed Forces due to the improper quality. Today the two above mentioned organizations brought it down to just 10-12%.
In his turn Sergey Mayev noted that the main task of the Defense Order Service is maintaining the quality of the goods delivered to the Armed Forces. According to his estimation this problem is very acute as almost half of the enterprises-suppliers lack a quality monitoring system or have systems which do not fit the international standards. The official also voiced in favor of introducing the procedures of technological auditing.
Other directions which will be followed by the two structures in terms of increasing the efficiency of the distribution of the defense order are developing the competition while determining the contractors for the defense projects, maintaining transparency and legal accuracy of the tender procedures, supervising the established requirements to the results of the defense orders.
Quality control was also the key point at the general meeting of the Ministry of Defense which took place in the end of July in Moscow. The meeting headed by the Minister Anatoly Serdyukov considered the ways of the military-technical support by the MoD to the manufacturers in terms of maintaining the quality of manufacturing and the acceptance of the products made in interests of the foreign customers. Specific people got personal responsibility for supervising the measures aimed at the quality policy. The Minister of Defense informed of the incentives for the bureaucrats to fulfill these tasks and suggested developing in the near future a common policy to regulate this sphere together with other federal structures concerned. The meeting was also attended by the Director of the Federal Service on Military-Technical Cooperation Michael Dmitriev.
In January-June, 2007 production growth in Russian defense industry made 115,6 percent of the January-June period of 2006. Civil production inside the industry increased by 6,9 percent, according to the official statistics of the Ministry of industry.
In the above stated period the civil production in the aviation industry increased by 14,3 percent. The main contribution to this growth was made by the Voronezh based VASO, NPO Saturn, Perm Motors, Ulan-Ude Aviation Plant, and Kazan Helicopter Plant.
Shipbuilding demonstrated 2,7 percent decline in the production growth, caused by the reduction of the domestic orders at the leading shipyards.
In January-June, 2007 the production rate of the industry of conventional arms in terms of civil specializations was reduced by 3,3 percent.
The production of the technological equipment for the energy sector increased by 37,8 percent, production of goods for general machine-building sector increased by 15 percent.
In the radio-electronic complex the manufacture of civil goods in the same period increased by 14,7 percent. The main inputs came from the electronic components industry (116,6 percent) and the communication industry (125,6 percent).
