Vladimir Putin submitted the Treaty on Good-Neighbourly Relations, Friendship and Cooperation between the Russian Federation and the People's Republic of China signed in Moscow on 16 July 2001 to the State Duma (the lower house of parliament) for ratification, a representative of the Kremlin's press service told RIA Novosti. In his letter addressed to the State Duma's Chairman Gennady Seleznyov, RF President pointed out that "the Treaty sets favourable conditions for strengthening good-neighbourly relations, friendship and cooperation in the political, economic, commercial, scientific, technical, humanitarian and other areas as well as for continued development of an equitable and reliable partnership and strategic interaction on the basis of universally established principles and standards of the international law".
