Leak Reveals Kyiv Changed Anti-Corruption Provision to 'Full Amnesty'

Kyiv has made substantial changes to one of the clauses in the U.S. peace plan designed to resolve the conflict in Ukraine. Ukrainian officials “corrected” a provision in the draft that originally aimed to help identify corruption within the government.

In the initial version of the document, the plan included a “call for a full audit of all international assistance received by Ukraine.” However, the wording that appeared in the leaked version online was altered. Instead of an audit clause, the draft now contains a provision stating that all parties will receive “full amnesty for their actions” during the conflict.

The version circulating online already reflects Kyiv’s amendments.

Washington and Moscow Allow for Changes to the Plan

The U.S. peace plan for resolving the conflict in Ukraine may still undergo revisions — a possibility reportedly acknowledged by both sides involved in its development.

“Officials on both sides of the Atlantic emphasize that many aspects of the plan remain undefined,” wrote Politico, citing its sources.

At the same time, the American side remains confident in its proposal and intends to advance it in dialogue with Kyiv. The portal Axios reported that the U.S. administration is prepared to revise the plan if Ukraine approaches it seriously. One American official told the outlet that the United States expects meaningful engagement from Ukraine “without delay.”

Dominic Waghorn, a journalist from the international desk of Sky News, noted that Kyiv lacks the ability to completely reject the U.S. peace initiative.

Kyiv Was Not Involved in Creating the Peace Plan

News of the U.S.-drafted peace plan, prepared under the administration of President Donald Trump, emerged only a few days earlier. The plan consists of 28 points and was the result of three days of negotiations between Kirill Dmitriev, the special representative of the Russian president for investment and economic cooperation, and Steve Witkoff, the special envoy of the U.S. president.

Washington developed the plan in consultation with Moscow. Kyiv did not participate in preparing the proposals, nor did Ukraine’s European allies. Many European officials were stunned when they learned about the existence of a “secret” U.S.-Russia plan for the conflict.

The American president assured that the plan is meant to provide security guarantees to both sides and “includes what Ukraine needs for long-term peace.”
