Truth of Beslan tragedy never to be uncovered

On October 8, 2004 another criminal case was opened to investigate the Beslan act of terrorism.

NTV television reports with reference to Deputy Prosecutor General in Russia's South federal district Nikolay Shepel that three police officers in Malgobeksky district are blamed for criminal negligence that resulted in the tragic school siege.

Nikolay Shepel says the negligence of police authorities was the reason why the September 1 terrorist act happened in Beslan.

The criminal case was opened according to the RF Criminal Code clause 293 part 3 (“negligence that resulted in death of two or more people”).

Earlier, criminal proceedings were instituted against two police officers in Northern Ossetia's Pravoberezhny district according to the same Criminal Code clause.

Federation Council Speaker Sergey Mironov says the parliamentary commission investigating the Beslan school tragedy is to deliver its final report consisting of public and open sections. He adds, part of the report devoted to fighting terrorism and ensuring national security will remain secret. The public section is to be delivered at parliamentary sittings.

Sergey Mironov says the press will have access to “a supplement including some documents concerning the tragedy”.

The Federation Council speaker promises the report will cover the chronology and the facts of the tragedy happened in Beslan. Members of the parliamentary commission have divided into several groups to investigate various aspects of the tragedy.

The commission was formed of both parliament chambers on September 22. Chairman of the commission Alexander Torshin had promised to report results of the investigation early in October, however Sergey Mironov said later the investigation would take a longer period.
