Vladimir Putin made decision to appoint Mikhail Fradkov Prime Minister

Vladimir Putin made public his decision to appoint Mikhail Fradkov Prime Minister at his meeting with the deputies-representatives of the Parliament majority.
Mikhail Fradkov was appointed special envoy of Russian President for maintaining cooperation with the EU in June, 2003. He is the former Head of the Federal Tax Police, his other previous positions: Minister of Trade, Director of Ingosstrakh insurance company, Deputy Secretary for Security Council in charge of economic security.
 
President Putin said that the opinions of the Parliamentary majority and himself on nominating the new Prime Minister are the same. The President said, “Our task was difficult – to introduce the country the new Prime Minister. This person is required to be highly professional, honest, having experience in different spheres of the state activity”.
Biography of Mikhail Fradkov

Mikhail Fradkov was born on September 1, 1950.
 
In 1972 graduated from Moscow Machine-Building Institute with “Engineer-Mechanic” degree
In 1981 graduated from Foreign Trade Academy
1973-1975 Employee of Administration of the Economic Adviser for Russian Embassy in India.

1975-1984 Various positions in All-Union Tyazhpormexport (Heavy Industry Export) Association of USSR State Committee on Foreign Trade.

1984-1988 Deputy Head of Chief Administration of USSR State Committee on Foreign Trade.

1984-1988 Deputy Head of Supply Department of USSR State Committee on Foreign Trade.

1988-1991 Deputy Head of Chief Administration for Coordinating and Regulation of Foreign Trade Operation for USSR Ministry for Economic Activity Abroad.

1991-1992 Senior Adviser for the Permanent Diplomatic Representation of Russia in the UN department and other international organizations in Geneva, Representative of Russia in GATT.

Since December 1992 Deputy Minister of Foreign Economic Activity of the Russian Federation.
Since October 1993 First Deputy Minister of Foreign Economic Activity of the Russian Federation.

Since March 1997 Interim Minister of Foreign Economic Activity and Trade of the Russian Federation.

April 16, 1997 – March 23, 1998 Minister of Foreign Economic Activity and Trade of the Russian federation.

Since May 1998 – Chairman of the Board for Ingosstrakh Joint-Stock Company.

On May 25, 1999
After dismissing the government of Sergey Stepashin (August 1999) – Interim Minister of Trade.

On August 19, 1999  Appointed Minister of Trade by the President’s Decree.

On May 7, 2000 the Cabinet resigned after President Putin assumed the office. The Cabinet members were executing their duties until the appointments of the new Ministers.
 
May 18, 2000 Dismissed from his post.

May 31, 2000 – March 28, 2001 First Deputy Secretary of Russian Security Council.

March 28, 2001 Appointed the director of Federal Tax Police.

On March 11, 2003 Vladimir Putin abolished the Federal Tax Police.

June 2003  Appointed special envoy of Russian President for maintaining cooperation with the EU.
