Russia explains the rejection of the resolution on Syria

On Thursday (02nd), Russia called unilateral and unbalanced the draft resolution proposed against Syria by the Arab countries in the UN General Assembly, and added that it encourages armed opposition groups to intensify their military actions.

The document in its current formulation is far from contributing to stability in Syria and an end to violence, so Russia refuses, highlights the Russian Foreign Ministry.

As has happened before, this time also the resolution contended that all of the responsibility for events in Syria lies with the government and leaves out the demands of the international community to oppose the armed formations, pointing to the aforementioned dependence on that stipulation.

In this way, the complaint indicates, it promotes the line of the armed groups to conduct a relentless fight without quarter against the authorities in Damascus, who denounce the excesses committed by these formations, in many cases composed of mercenaries, says the document.

Moreover, the draft resolution criticized the plan of the special envoy to Syria of the Arab League and the UN, Kofi Annan, who just resigned that position, in spite of the fact that the points of the program were endorsed by the Security Council (SC).

In any case, the complaint by the Russian Ministry of Foreign Affairs is that the document proposed by several Arab nations advised Annan to focus the work on matters referring to a political transition in Syria, something that does not come within his functions.

Similarly, the initiative for debate last Friday encroached on the prerogatives of the Security Council, which contradicts the UN Charter, the note adds.

Russia is willing, together with other foreign partners, to manage the end of the Syrian crisis on the basis of the Annan peace plan, the final declaration of the Geneva conference of June 30 and resolutions 2042 and 2043 of the Security Council of the UN says the Chancellery.
