Your article is very interesting but you fail to explain Barroso's unpopular government in the context of his country's situation left by the precedent team.
When you have to reduce public debt acording to EU rules in such a great extent, you have no way to be popular, not even to make any policy! So, maybe he was not so much in lack of qualities as you say (and I am not particularly his friend).

Anyway, much of Commission's failures depend of Governments pressure or tricks... One should ask why European Governments are so weak, for instance, to imagine other rules then WTO jungle, and how so skilled world leaders are free to rule the world to its loss...
