There is an army  Drill Instructor doing 25 years hard time for consensual sex with a subordinate. A former president, on the other hand, walked for essentially the same thing.
No one expects soldiers to be celibate, but they do expect them to obey regulations that, among other things, prohibit sex between soldiers in the same unit of different ranks. The purpose of this rule, obviously, is to prevent seniors from using their authority to coerce subordinates into sex and to prevent subordinates from trading sex for preferential treatment. I would assume that even Russians would understand this, but I have been mistaken about them before.
