Well, when it comes to Hollywood not having the imagination to conceive of such terrorist transactions, you'll need to go back and check out "Escape From New York" with Kurt Russell...it's about a right wing America...in a quasi state of Marshall law...which has converted Manhattan Island into the country's largest prison...there are no guards there...and you are on your own....
 
As the plot goes...a terrorist spy, commandeers Air Force One with the President on board...She locks herself into the cockpit and "crashes the plane into a building" near the World Trade Centers...the President escapes death by enclosing himself into some sort of titanium life pod, which goes bouncing thru the building leaving the President unharmed...
 
Kurt Russell being a maverick of the world and a legend of the criminal underworld is enlisted to go in an extract the President who is now being held captive by a ruthless prison gang....the rest of the story you'll need to see for yourself on dvd...I don't want it to be a spoiler for you...it was a cool movie....
 
When it comes to 9/11, let's get to the essence...
 
In a nutshell, the committee said a bad thing happened, we had some clues, we weren't prepared, and we didn't have the infrastructure to deal with this kind of problem - a recommendation for a Terrorist Czar came out of the meeting, who would have a broad array of sweeping powers to get the job done and make things happen...
 
However, it's really a ploy by the Democrats to get their hands directly involved in fighting terrorism, and not allowing 9/11 to be totally controlled by the Republicans who can use the war on terrorism to their exclusive benefit of helping the Republicans win elections, by showing them as tough on the war on terror.....theoretically, as long as the Democrats are out of power, and it could be that way for quite some time....they just can't be too sure.. they need to establish that they as a political party are making a contribution in the war on terrorism...by creating a bi-partisan  commission to tackle terrorism both at home and abroad and creating a bi-partisan terrorist czar ...and making this issue both a Democrat and Republican issue...
 
On the converse side, the Republicans can't be too sure they'll hold onto power, so they are willing to go along and establish a terrorist czar in the USA, just to make sure they'll always have direct involvement in fighting terrorism...
 
The 9/11 commission is an ingenuous attempt by the Democrats...even though bi-partisan manned, to force themselves into the war on terrorism, decision-making process...something which they don't want to be controlled by the Republicans as an issue ,which they can lose elections on...after all, if a very bad terrorist action occurs, while a Republican is on the watchtower, it could make it hard for the Democrats to seize control of the nation and usher in a new era of politics...
 
As for the past...it will always be prologue, when there's justice to be sought from a past action which left somebody dead, lame, or mutilated...payback is justice with compounded interest....hopefully, we can avoid this debt thru the political bankruptcy of the leadership which incurred it by seeking debt forgiveness from those whom we owe a large debt, as we pledge a new relationship based upon mutual friendship and profit...
