Moscow "is surprised by the blatant anti-Russian character" of a CIA report about the proliferation of weapons of mass destruction, their means of delivery and modern types of conventional armaments, says a Russian Foreign Ministry report. "One is surprised by the anti-Russian character of this document and unfounded attempts to present our country as basically the main perpetrator for the above-mentioned armament types," Interfax cites the report as saying. "There is an evident striving to create a new image of Russia as an enemy and to cast a shadow on Russia's economic and military- technical co-operation with other states," the report says. "The release of such report has rather obvious political goals, which have nothing to do with the task of a constructive dialogue between Russia and the United States on international security, strategic stability and non-proliferation," the report says.
