Duma passes anti-terrorism bill in second reading - 27 September, 2002

The State Duma has passed Friday in the second reading a bill on introducing changes and amendments to the federal law "On efforts against laundering ill-gained incomes". The new bill is geared against financial support for terrorism.

Major changes have been introduced into the article on transactions with monetary means or other property subject to mandatory control. Under the new bill, such operations shall be subject to mandatory control if the sum they are valued at equals or exceeds 600,000 roubles, or a sum in foreign currency, equivalent to 600,000 roubles. This applies to cases when a deal under review is categorised as a transaction with monetary means in cash (granting or receiving loans, transactions with the securities, deals with movables).

The bill was adopted by an overwhelming majority, with no votes against it or abstentions.
