The series of acts of terrorism perpetrated in Chechnya are spearheaded against amnesty, the Russian president's aide Sergei Yastrzhembski said at a news conference on Friday.
"By this barbarous method they /bandits/ are going to kick breath out of the process of political stabilization in Chechnya", he said.
After the referendum the situation in Chechnya began improving, which is certainly not to the liking of militants, he said.
On Friday, the State Duma, or the lower parliamentary house, adopted in the final, third reading a draft resolution on amnesty in Chechnya. The document will become effective upon official publication.
