According to a Kremlin official, the incident "was not a provocation sanctioned by top authorities". But he added that it was "a military incident that demonstrated the irresponsibility of those who took part in it." On Monday, a motorcade of the Russian embassy that was going from Baghdad to the Syrian border came under fire. Four people were injured, the ambassador's driver was severely wounded. "I don't think the U.S. top military command ordered to fire at the Russian motorcade," the RIA Novosti interlocutor said.
He noted that "this does not relieve the Americans of responsibility" for the incident. According to him, the American soldiers behaved "irresponsibly and barbarously".
