Tatneft Wants to Build Oil Refinery near Primorsk in Leningrad Region

Oil company Tatneft has made an official application to the government of the Leningrad Region for permission to build an oil refinery near the Primorsk port in the Leningrad Region. This was announced by Deputy Governor of the Leningrad Region Grigory Dvas at a press conference on Friday February 21. He added that Rosneft and Surgutneftegaz have also announced their joint project to build an oil refinery and, what is more, 'the Rosneft management is now trying to act independently of Surgutneftegaz.'

Mr Dvas emphasised that he had 'no doubt that both Tatneft and Rosneft are serious about this project.' The deputy governor believes that all three companies are capable of financing the construction of an oil refinery.

In the summer of 2002 Rosneft and Surgutneftegaz signed an agreement with the government of the Leningrad Region about their intention to construct an oil refinery at Primorsk. The refinery will have an estimated capacity of 6-10 million tonnes of oil a year. The oil pipelines and terminal are expected to be located a few kilometres from the Yermilovo settlement. Up to USD 1.4 billion will be invested in construction of the refinery, which will be built over a period of 4 years.
