PM Kasyanov: Russia may resume practice of making agreements between Federal Center & regions

Russian Prime Minister Mikhail Kasyanov does not rule out that the practice of making agreements between the Federal Government and the governments of the Russian Federation members will be resumed in the course of the country's administrative reform.

This practice can be used "on a minor scale," the premier, who is making a tour of the Northern Urals, told journalists on Wednesday.

The subject of such agreements will be specified in the course of the reform, said Kasyanov, adding that the reform envisaged not only division of functions and power between various levels of authority, but also their "mutual delegation" - from the Federal Center to the regions and vice versa.
