The Headquarters of the Council of Europe will host a two-day international seminar on the situation with human rights in Chechnya. The phrasing of the topic goes as "No peace without justice." The leaders of the oldest pan-European organization attaches "great significance" to the forum opened in the Palace of Europe, the organizer of the seminar, Council of Europe Commissioner for Human Rights Alvaro Gil-Robles, told RIA Novosti. "This meeting is not presenting a new form of negotiations, it is rather a meticulous parley on the Chechen Republic's future and on supremacy of human rights in this subject of Russian Federation," Alvaro went on to say. "We all must apply all possible efforts to make it possible for Chechen refugees to return to their homes as soon as it can be done," Gil-Robles believes. The seminar brings together representatives of the Russian federal authorities, members of the office of the Russian President's Special Representative for Human Rights in the North Caucasus and also delegates from the office of the Presidential Envoy to the Southern Federal District.
