Putin to restore destroyed Russia

”Russia has been beaten. This was Russia called the Soviet Union. It challenged the USA, it was defeated”, said US political scientist  Zbignev Brzezinski.
”One should not support the idea of Russia as superpower. No way this outlook should be allowed to exist. Russia will be divided into parts and it will have other countries as its guardians”.

After studying the outlook of the today’s world order constructors, one comes to understanding that all the things Russian people experienced in the last ten years: economic crisis, blind alley of society development, conflicts in the country border areas, separatism growth resulted in the war in North Caucasus – all this was the outcome of thoroughly planned measures on moving Russia in the domain of colonies and dependent territories (they are still called “countries” by tradition). The incidents Russia underwent were not the consequences of Soviet national policy or failure to work well, as Western analysts assure us.

To exploit and rule such “dependent” countries, set of special tools is applied such as “flowing dollars in the economy”, “scissors of prices”, “social and territorial reservations”, “guided conflicts”. All this creates the system of “colonial democracy” successfully implemented in Russia in 1992-2003. Unlimited emission of dollar by the USA which imposed its currency as the global means of making payments and savings allows  the USA and the Western countries built in the global economic system both takeover a part of global product and manipulate the economic indicators of their domestic corporations. In this way, the corporations obtain domination in the global market.

Another important mechanism of grabbing resources in favor of the West is increasing prices for industrial products in comparison with prices for raw materials – the source of income for developing countries.

In the course of technological progress the cost of ready-made products is supposed to fall in comparison with the price for raw materials – renewable versus non-renewable resources. Western society artificially increased the percent of the rent payments in the cost of its products. The price for real estate in the West is hundreds and thousand times more expensive than the real estate price in the third world countries. As the result, the prices for the products in the developed countries is extremely high. For example, Tefal pot costs 80 times more expensive than the raw materials used in it. In this way, inequality between different countries is created.
The economy in the USSR similar mechanism. It was called transferring the cost from the sphere of natural resources to the industrial sphere and was planned by the authorities. Obviously, this is common mechanism of organizing economic system under conditions of the deficit of resources and limited sources of energy (both socialism and capitalism failed in finding new sources of energy).

This factor along with deficit of goods and inflation pressure of the savings made in the Soviet period resulted in unfavorable exchange rate of Russian rouble to the US dollar and sharp difference in prices for natural resources in domestic and global market. It became profitable to deprive domestic economy of raw materials and sell them in the West. Domestic industries started stagnating.

Soviet companies dealing with oil and other natural resources undermined the Soviet system, got rid of centralized planning system and military-oriented economy and started adjusting themselves to the global economy as the “appendix” for raw materials and low-paid services for the needs of the developed countries in their auxiliary activities.

There was a term “comprador” in the Soviet literature about the issues of exploiting the neo-colonial territories. This term means “a native working for a foreign company and being an intermediary between the company and natives buying its goods” and was applied to Latin America, India, Middle East and South-Western Asia. In the worst nightmare we could not imagine having this in Russia. But it happened, and the new comprador “middle class” along with the new system pro-American values have been established.

After defeating their opponents from military-industrial establishment and industrial enterprises and adopting new Russian Constitution giving political security to the new economic order in 1993, those dealing with natural resources probably made an agreement with the US financial oligarchs. The US oligarchs allowed Russia to have its own oligarchs – CEOs of the big business controlling money flows and the country’s political system. Obtaining oligarchs meant leap into capitalism.  In this way, comprador type of civil society and “colonial democracy” were formed. This served to draining resources of the defeated country into the West and Russia’s submission to the political will of the leaders of globalization.

This system included its attributes: “social and territorial reservations” and “guided conflicts”. Social and territorial reservations mean limited reproduction and complete disappearance in a course of time of the social and professional groups the market economy does not need and de-populating the territories not bringing profit to the global economic system. 

We witnessed degradation of Russian science, education and health care system, teachers and doctors impoverishment, but all this was not covered by national mass media.

The technology of “guided conflicts” is aimed at creating permanent centers of resistance to the system which is to be changed by the “producer” (in our case – organizational and political centers of globalization). Such a center can be used as the base for escalation further conflicts and disintegration of the country, and the tool of psychological pressure. Such a conflict bears the elements for making the country system not legitimate and creates the grounds for other countries to intervene and bring the conflict into international level. This is a tough method to undermine the country’s sovereignty.

Here we come to the fundamental failure of the West to comprehend the historical realities it faced after the demise of Communism. The West considered forming comprador social order and throwing the great country into the third world as success, and underestimated the historical creative activity and the will of Russian people. However, this policy became a fatal mistake for Western countries.

The tools for ruling the country from outside (described above) are the form of dominating the Western civilization over underdeveloped non-Western civilizations. In Russia the conductors of this policy were opposed by powerful core of civilization. Resistance was increasing. There was more integrity within Russian society than Western strategists expected to see.
 
The comprador social order proved itself as defective. It was unable to re-product itself and went bankrupt in August 1998 default. It did not vanish, but started collapsing. Search for alternative forms of social order was undertaken after President Yeltsin resigned and Russian society enjoyed political stability based on mass support of the new President and “peace treaty” between Russian elites.

I believe that during the first term in office for Vladimir Putin two projects of the country development were competing behind the faзade of political stability and economic growth. One project is connected with Mikhail Khodorkovsky and YUKOS company. This idea is aimed at uniting the industrial elite of the late Soviet period and regional elites around oligarchs, political isolation for the Kremlin and transforming Russia from presidential to Parliamentary republic to develop the comprador policy.

Another project is pursued by Vladimir Putin and is about change of the role of the state in the society. This is called “guided democracy” and “state capitalism”. The President conducted “personnel revolution” by appointing military and special service officers as high-ranking officials. One third of the officials have been working since the Soviet times, and with the newly appointed officials we can see the authorities resembling Soviet times. The executive power can return to the Soviet practice of guiding the society drop the liberal ideology of “watchman”.

The outcome of the clash of the two ideologies was determined by weakness and destructive nature of Russian compradors, cowardice of the officials of the late Soviet period versus powerful organization of military and special service officers (siloviki) having support in the society rejecting compradors and democracy of American style. After 9/11 Washington re-oriented its policy to cooperating with the Kremlin, and this deprived compradors of the opportunity to appeal to the US authorities – their former patrons.

“Colonial democracy” was collapsing. In April 2002, 70 percent of Moscow users of mobile phones said in the survey that they support the idea of nationalizing oil companies and other enterprises dealing with natural resources and creating the wealth of oligarchs. Meanwhile, the opposite party was first to start its attack: on June 6, 2003 former official of Russian President Administration, former intelligence officer and interim director of Almaz-Antei state military enterprise Igor Klimov was assassinated. He was in the closest circle of Vladimir Putin.

Such impertinence is not shocking – Russian oligarchs are supported by Jacob Rotshild, one of the leaders of the financial clan backing many prominent figures of capitalist world.

The reaction of Russian authorities followed: a month later former chief financier for YUKOS Platon Lebedev was arrested. Then the Kremlin destroyed all political structure of Russian oligarchs. The results of the elections for the State Duma ended the regime of “colonial democracy” and authorized the president to continue pursuing his anti-oligarch policy. The social order to be constructed in Russia is supposed to serve the country’s domestic needs like the system the USA and other Western countries have. Certainly, correction will be made to the current lack of funds in Russia.
Democracy in its genuine meaning is the political system of individuals having not too much  property. Only under this condition democracy works well. As inequality within the society grows, democracy is collapsing and replaced by other relevant historical forms. This happened in the West where democracy was replaced by “plutocracy” – power of money masked by democratic faзade. Democracy is incompatible with big monopolies – first they make it corrupted it and then swallow up.
This is how “Western democracy” – convenient, but expensive phenomenon - works. Under democracy it requires too much money to satisfy the ambitions of minorities and lobbyists, rebels and frondeurs.  Russia is historically required to force oligarchs out of economic sphere and allow the state to regulate the economy.  Russia is also required to adjust civil society to the needs of the state of Russia.
After winning the elections Vladimir Putin has faced more complicated problems than he had encountered during his first term in office.
