The accident occurred at about 5:50 a.m. (0150 GMT) while the bus was traveling to the city of Kaluga, about 200 kilometers (125 miles) southwest of Moscow, said Viktor Beltsov, spokesman for the Emergency Situations Ministry.
The cause of the accident was being investigated, authorities said.
Fatal road accidents are frequent in Russia, where many drivers do not observe the rules, few wear seat belts and roads are often poorly lit and maintained, especially in the provinces. Alcohol abuse among drivers is frequent as well, according to the AP.
