Volleyball's world governing body, the FIVB, said Thursday the decision was taken "in the interests of continuity and fair play" because Serbia-Montenegro had played the qualifiers as a single team.
Serbia-Montenegro qualified for both the men's and women's championships, which take place in Japan from Oct. 31 to Dec. 3, the AP reports.
The FIVB also said it was working on the integration of a new Montenegro federation.
