US President George W. Bush is making an address to the Washington-based National Defence University today to substantiate national missile defence blueprints, as necessitated by further nuclear arsenal reduction, Caren Hughes, presidential adviser for general issues, announced to newsmen. The presidential address will make a starting-point for ongoing consultations with the United States' allies. In particular, President Bush is planning for the week telephone conversations with several countries' leaders. He is forwarding Administration officers abroad for preliminary NMD debates.
