Unprecedented: Powell On U.S.-Russian Anti-terror Combat

"Unprecedented partnership," Colin Powell, US Secretary of State, described US-Russian efforts against international terrorism, as he was making a public address at the Louisville University, Kentucky. Vladimir Putin was the first of world leaders to express condolence with America after the horror of September 11, and offer help against terrorism. Now, Presidents George W. Bush and Vladimir Putin are working together for thoroughly new bilateral relations, which concern anti-terror combat and nuclear arsenal cuts.
