President Islam Karimov of Uzbekistan advocates the creation of international fund for restoring Afghanistan. He made such a statement to journalists in a break of the 7th session of the Uzbek parliament answering the question on prospects of creating such a fund. According to the head of Uzbekistan, many states, donors of UN programmes, are prepared to allocate funds to make the fund efficient and that it should start working in the near future. According to him, the fund will be conducive to more rapid transit of Afghanistan from war to peace. "Young people, who feel the taste of creative labour, will never take up arms, as is proved by the history of many long confrontations," Islam Karimov said. He also noted that over the past few years Afghanistan had become one of the major narcotic producers in the world. According to UN data, Afghanistan covers over 70 percent of the world production of heroin. According to Karimov, extraordinary measures are needed to make peasants, who are currently growing narcotic plants to earn their livings, give up this business and start growing wheat.
