A fire broke out before dawn Tuesday in a dormitory housing students from the Moscow State Open University, killing two students and injuring 11, the city prosecutor's office confirmed.
Four of the injured were hospitalized for treatment of burns, while the remaining seven were treated on the spot.
The prosecutors did not specify possible causes, but they opened a criminal investigation into destruction of property through carelessness and said they would examine the dormitory's observance of fire safety rules and the behavior of fire safety officials.
