The Russian government has prepared an instruction to allocate 228 million rubles (about $7.7 million) from additional revenues to the Primorsky Region. The regional administration intends to spend these funds on public utilities. First Deputy Regional Governor remarked that the funds could be reallocated for payment of salaries to civil servants if the State Duma makes a decision to increase the salaries of civil servants beginning December 1 of this year. It had also been announced earlier that municipalities would receive an additional sum of 347 million rubles (about $11.7 million), which will be allocated for repayment of debts of federal agencies and organizations, including the Defense Ministry, the Prosecutor's Office, the Interior Ministry, and educational institutions. As Kostenko pointed out, "before November 1 they must repay their debts to the regional public utilities," the Vostok-Media news agency reports.
