Duma Adopts Amendments to Law on Natural Monopolies

State Duma deputies have adopted amendments to the federal law on natural monopolies on the first reading. These amendments suggest including operating and control management, which are of natural monopoly character due to the peculiarities of the electrical energy market, onto the list of activities of natural monopolies in the electrical energy industry.

Such management is aimed at centralized operating control and coordination of managing technological processes in the electrical energy industry by providing the evenness of loading facilities of electrical power plants and electrical networks, as well as providing steadiness, continuity and the economy of executing all processes of the major production cycle.

These amendments were supported by 258 deputies; 146 parliamentarians were against and one abstained.
