After the Northern Alliance forces entered Afghanistan's central and southern Pushtun-populated areas, mostly political measures must be taken to settle the situation and resolve the problem of this country's future political system. He is taking part in the international conference on strategic stability held currently in the Russian capital. According to general Gareyev, an "operational pause" must be announced. He said that the bombings and every kind of military operations must be suspended during the Ramadan to decide "who will rule Afghanistan". The "Pushtun groupings" must become part of the Afghan government, according to the Russian general.
