Our American reader: The scrapping of ABM treaty was not an insult to Russia, it was a compliment

I fail to understand Russia's apparent dislike of Washington's decision to scrap the ABM treaty. Perhaps this is becasue I do not understand Russian perspectives. I do understand American perspectives. To us, it is simple. Treaties are signed by hostile nations, the United States and Russia no longer qualify as such. The scrapping of this treaty was not an insult to Russia, it was a compliment.
