The EU's head office said it would produce a plan before year's end giving details of how to improve cooperation.
The EU is South Africa's biggest trade partner, accounting for 40 percent of its imports and exports. Trade has grown since the two sides signed a market opening agreement in 2004. The 25-nation bloc also accounts for about 70 percent of donor funding for South Africa, according to the AP.
