Turkish Foreign Minister Abdullah Gul said Thursday that Turkey will not send its delegation to Luxembourg to open European Union accession talks before officials see the document detailing the EU's negotiating positions.
"Everyone knows there's no point in going to Luxembourg without seeing this document," Gul said. He also warned that "there is a possibility that negotiations will not start."
"There's a heavy agenda in front of us," Gul said. But he added that "we still have time to solve these problems." AM
