The White House is preparing to unveil a new large-scale agreement with Russia that would bring the war in Ukraine to an end. According to Politico, which cites a senior US administration official, the framework agreement is expected to be finalized by all sides this month, and possibly as soon as this week.
Earlier, sources of the US outlet Axios reported that American and Russian representatives had secretly prepared a new peace plan consisting of 28 points divided into four major categories: peace in Ukraine, security guarantees for Ukraine, security in Europe, and the future relationship between the US, Ukraine, and Russia.
According to Axios, the plan is being coordinated by US Special Envoy Steve Witkoff, who has discussed it in detail with the Russian representative Kiril Dmitriev. Dmitriev reportedly stated that, this time, “we feel that the Russian position has truly been heard.”
Politico notes that Ukraine and European countries are not participating in the development of the plan.
“What we are going to present to Ukraine is reasonable,” the White House source told the outlet.
Axios also reports that Special Envoy Steve Witkoff postponed his trip to Turkey, effectively canceling a planned meeting with Ukrainian President Volodymyr Zelensky, who arrived in Ankara earlier this morning.
The meeting had been scheduled for Wednesday, November 19.
On the previous night, The Economist correspondent Oliver Carroll reported that Witkoff’s planned negotiations with the head of the Ukrainian Presidential Office Andriy Yermak, also set for November 19 in Turkey, had been canceled.
“I was told that Witkoff possibly did not know what kind of scandal he was stepping into when arranging the meeting,”
Carroll said, without providing further details. It remains unclear whether he was referring to the major corruption case currently unfolding in Ukraine.
No official comments have yet been made by Witkoff, Zelensky, or Yermak. Ukrainian representatives arrived in Turkey to intensify negotiations aimed at ending the conflict. As part of his visit, President Volodymyr Zelensky is scheduled to meet with Turkish President Recep Tayyip Erdoğan. A Turkish diplomatic source did not rule out possible contacts with the Russian side after their talks.
