Russia's leading miner Norilsk Nickel came under sharp attack for claims that the company has won big concessions for trading in platinum group metals from Russian Prime Minister Mikhail Kasyanov. Norilsk Nickel is the world's leading producer of palladium, and rival to SA producers. The question is that was it true or not that Norilsk Nickel have an agreement in principle with Kasyanov for the government to relax quota limits on exports of platinum group metals.The Government of cause says that there was a discussion of policy on platinum group metals with Kasyanov, but would not say that any agreement had been reached. The precious metals adviser to Vneshtorgbank in Moscow, said the reports were part of Norilsk Nickel's public relations campaign. The West tends to think that the meeting with Kasyanov showed that the erosion of state control was in earnest. The fact is there are pragmatic interests of the government, the state, private companies, foreign and Russian investors. The government has to understand what its interests are, what the consequences will be for the economic and strategic security of the country. The state will not gain anything by lifting secrecy from data on (platinum group metals).
