A Pentagon spokesman has admitted that Moscow and Washington disagree over the procedure of eliminating the US intercontinental ballistic missiles MX. Kenneth Bacon called those differences “long-standing.” As he put it, the American side considers a missile eliminated if its upper part has been destroyed while the Russian side insists on the complete destruction of a missile. The Russian side contends that the Americans violate the agreement “since the first stage of the MX sometimes is used as a spacecraft’s mother missile.” At the same time, Russia’s Foreign Ministry cannot rule out that the US would like to have a kind of a “recurrent potential” enabling them to rapidly deploy an extra intercontinental ballistic missile force.
