There are already 7 TACIS offices in Russia: in Saint Petersburg, Petrazavodsk, Kaliningrad, Yekaterinburg, Novosibirsk and Rostov on Don.
TACIS is an EU programme which helps to develop market economy and democracy in Eastern Europe, the Caucasus and Central Asia by giving free technical assistance in different spheres. More than EUR 2.4 billion has been allocated in the form of TACIS grants since 1991, which have given financial assistance to more than 1500 projects in Russia.
