Rice arrived in the Pakistani capital after flying from Scotland. She was greeted by the U.S. ambassador to Pakistan before being whisked away in a heavily guarded convoy. The U.S. envoy made no comments to awaiting reporters.
Rice is scheduled to meet Pakistani President Gen. Pervez Musharraf, who she said she expected to fulfill a promise to hold democratic presidential elections next year, the AP reports.
Musharraf became an unlikely ally of the Bush administration following the Sept. 11, 2001, attacks when he pledged cooperation against terrorists who passed easily between Pakistan and the lawless Taliban stronghold in Afghanistan.
