President Vladimir Putin of Russia spoke in favor of balanced relationship between the development of market relations and questions pertaining to social justice. The head of state, speaking at a meeting with leaders of the major trade-union associations of Russia, stressed that trade unions should act as an instrument in balancing market relations and social justice, and the state should act as a guarantor of this balance. President Putin explained that, when speaking about balance, he meant that "persons working in a company should be protected against arbitrary actions by the administration". At the same time, said the President, this should not impede the development of a company because otherwise the workers would also feel pain. "If a company is unprofitable and obsolete, it is useless to hope for higher salaries and standard of living," said the President.
