Andrei Cherkasov: Office of presidential envoy in the southern administrative district almost hired a criminal authority

An official investigation currently being carried out at the office of the presidential envoy in the southern administrative district, which is headed by Viktor Kazantsev. Some workers at the office are going to answer a question that is not very pleasant: who recommended them to hire the criminal authority Yury Isayev to work at the presidential envoy’s office? Isayev is well known in the criminal world; he even has a nickname “professor."

The “professor” was convicted of stealing and for physical injuries. In addition, the "professor”, together with other notorious criminal figure “Nester," established a commercial firm at the end of the 90s: Volgogradagrosoyuz, which later turned to Volga-Holding. The activity of this commercial organization within the framework of the criminal code is a subject for the law-enforcement bodies. The law-enforcement officers have repeatedly informed the office of the presidential envoy about Isayev’s “achievements," but that information did not seem to be in demand. Moreover, as it became known, the information regarding Isayev had disappeared from the law-enforcement databank.

The "professor’s” candidacy was not coordinated with the Volgograd regional administration: governor Nikolay Maksyuta and chairman of the regional Duma, Roman Grebennikov, did not sign the adequate documents. Viktor Kazantsev’s representative offices in Astrakhan, Volgograd region, in the Kalmykia republic did not know anything about Isayev’s appointment in the office of the presidential envoy in the southern administrative district either. So everything leads to Kazantsev’s personnel. It seems someone did a favor for the “professor."
