US Still Upholds Discriminating Standards In Hi-Tech Export

The United States' decision to lift the limits from exporting powerful mainframes to Russia, China, India and Pakistan still retains, unchanged since the Cold War era, a discriminating system of dividing the potential importer-countries into different categories as to the degree of risk involved in the distribution of mass destruction weapons and means of their transportation, according to the report issued by the Ministry of Foreign Affairs of the Russian Federation. Russia once again falls into the last - third - category of countries, which are far from being trustworthy, in the United States' view, as regards the non-distribution area. The Ministry of Foreign Affairs hopes that under the course proclaimed by the American and Russian Presidents, which is aimed at building new strategic relations, the US administration will revise this discriminating decision in the nearest future. According to the new rules, these countries are allowed to import mainframes performing over 190 billion operations per second. According to the 1990 law, USA manufacturers are allowed to freely export mainframes to the countries of the third group, capable of performing 85 billion operations per second.
