New U.N. commander in Haiti says peacekeepers must take gang-infested slum

Cite Soleil is where kidnappers have stashed their hostages, and which heavily armed U.N. peacekeepers have barely penetrated. U.N. officials say the slum where at least 200,000 people live is so insecure that polling booths will not be erected there for national elections on Tuesday.
